Sioyek is a PDF viewer made for textbooks and research papers. You can search and reopen files you used before, jump through the table of contents, and follow references to figures or bibliography items even when the PDF has no links.
A right click opens a quick overview of a figure, reference or table without losing your place. A middle click on a bibliography entry searches for it in Google Scholar. Installers exist for Windows, macOS and Linux, and there is also a Homebrew cask and a Flathub package.
